Giving Groups Rights to Manage Annotations
You can control which groups of users are allowed to review manage annotations; this means that they can edit and delete annotations and annotation comments that other users have created. This permission is set on the group level in the Operations Center:
Open the properties page of a group and, in the Administrative permissions section, tick the option to Manage annotations.
