Giving super users rights to manage annotations
To give a group of privileged users the right to edit and delete annotations made by other users, assign them to a group of "super users" and assign the Manage annotations administrative permission to it:
Open the properties page of a group and, in the Administrative permissions section, tick the option to Manage annotations.
