Users with the Manage annotations permission can edit and delete annotations created by other users.

To allow a group of users to manage annotations created by other users, assign them to a dedicated administrator group, and grant that group the Manage annotations administrative permission. For more information about users and groups, see Adding users to a group and setting group rights.

Open the group's properties page. In the Administrative permissions section, select Manage annotations.
