Users with the Manage annotations permission can edit and delete annotations created by other users.

To allow a group of users to manage annotations created by other users, assign them to a dedicated administrator group, and grant that group the Manage annotations administrative permission. For more information about users and groups, see Organizing users into groups.

Open the group's properties page. In the Administrative permissions section, select Manage annotations.
