You can manage which groups of users are allowed to review and manage annotations; this means they can edit and delete annotations created by other users.

 To allow a group of users to manage annotations created by other users, assign them to a dedicated administrator group, and grant that group the Manage annotations administrative permission. For more information about users and groups, see Organizing users into groups.

Open the properties page of a group and, in the Administrative permissions section, select Manage annotations.
